Russia’s battlefield strategy in Ukraine has plateaued and, if nothing radically changes, Russia cannot expect any significant progress on the battlefield in 2026.

Dr. Susan Stewart is a Senior Fellow in the Eastern Europe and Eurasia Research Division at the German Institute for International and Security Affairs (SWP) in Berlin, where she has worked since 2007. She also co-leads the SWP Working Group “Reordering European Security”, in the context of which she co-edited a publication entitled The Tipping Point: An Emerging Model of European Security with Ukraine and without Russia together with Céline Marangé from the Institut de recherche stratégique (IRSEM) in Paris.
She specializes in the foreign and domestic policy of Ukraine, with a particular emphasis on Ukraine’s EU accession process. In this conjunction, she recently co-authored the report Charting Ukraine’s EU Path: Engaging with Member States together with Miriam Kosmehl and Simon Schlegel. In addition, she has worked extensively on civil society development in both Ukraine and Russia. She is currently involved in a project assessing the degree of social cohesion in Ukraine, as well as conducting research on Ukraine’s relationship with China.
Dr. Stewart completed a Bachelor’s degree in Slavic Studies at Harvard University, a Master’s in Law and Diplomacy at the Fletcher School of Tufts University, and a doctoral degree in Social Sciences at the University of Mannheim (Germany). In the autumn of 2022 she was a Visiting Scholar at the Centre for Eastern Studies (OSW) in Warsaw.
